CITY, BUILDER TANGLE OVER PROJECT SIZE : PALMDALE WANTS FEWER HOMES, LARGER LOTS; DEVELOPER HOLDS FIRM.

A developer planning 898 homes and reserving land for a second Antelope Valley College Antelope Valley College is a comprehensive community college located in Lancaster, California, USA. While Palmdale City Council members say the project is attractive because it would bring a second community college campus, they refused to change the character of the existing neighborhood.

``All I have seen is a take-or-leave-it approach from the developer,'' said Mayor Jim Ledford. ``I'm hoping he brings something to the table.''

The project, planned for 540 acres between 37th and 47th Streets East along the south side of Barrel Springs Road, is proposed by developer David Bushnell Noun 1. Bushnell did not return calls Monday.

At a Sept. 10 meeting with city planners, Bushnell indicated he would not budge on the number of homes he planned, or the lot sizes.

``He has not proposed any other number to us at this time,'' said Michael Maas, a consultant for the college.

Councilman David Myers said residents as well as city officials are worried not only about the density, but also about seismic safety.

``There are still well over 500 homes that are in an earthquake zone,'' Myers said of Bushnell's plans.

But he said he hoped for a compromise.

``I'm disappointed the developer and the south-side residents couldn't come closer together.''

City planners have suggested cutting 142 homes from the proposal and increasing lot sizes - including the addition of 30 lots of at least an acre.

Last month, representatives of the south-side Homeowners Association agreed to that proposal on the condition that 90 homes be deleted Deleted
