By counting the Stage 3 flights on a monthly basis, city officials make it look like there's a large number of Stage 2 flights, which Gill said are only used locally as a backup when an airline has Stage 3 aircraft in for repairs.

For October 1998, the graph shows there were 225 Stage 2 flights. But since there were 5,862 total flights, that means only 3.8 percent of the flights were Stage 2. October 1998 marked one of the highest months for Stage 2 flights.

``96.2 percent of that month's airline flights were Stage 3. I don't think that's inconsistent with us saying we're complying with Stage 3,'' Gill said.
