CITIZENSHIP CHALLENGE RESULTS IN PENALTY.

``Treating U.S. citizens as if they are not U.S. citizens because of their appearance or language ability is simply wrong,'' said special counsel John Trasvifia. ``We are pleased by this settlement and hope it serves to educate employers and workers generally about their rights and responsibilities under the law.''

Lance Camper did not return a telephone call Friday seeking comment. The company was honored in November by the Antelope Valley Diversity in the Workforce Council for its hiring practices. The company says minorities and women make up 60 percent to 70 percent of its work force.

In April, Arreola filed a complaint with the Office of the Special Counsel that she had been denied a job because she was perceived to be a non-U.S. citizen.

While applying for an assembler position, Arreola said the company rejected her U.S. passport as legal proof of her eligibility to work in the United States. Lance demanded that she present an Immigration and Naturalization naturalization, official act by which a person is made a national of a country other than his or her native one. In some countries naturalized persons do not necessarily become citizens but may merely acquire a new nationality.  Service-issued document, the government said.

. The law's provisions prohibit an employer from discriminating against someone by asking that person for more proof of work authorization than is required.

Under law, a U.S. passport is sufficient evidence of a person's identity and authorization to work in the United States, government officials said.
