CITIES WEIGH PLAN TO SHARE SALES TAX.

Byline: Jim Skeen Daily News Staff Writer

The City Council shelved Mayor Jim Ledford's proposal to call an election to authorize a sales-tax-sharing agreement between Lancaster and Palmdale.

But Palmdale officials say they still want to discuss the idea with their neighboring neigh·bor

At a meeting Wednesday night, the Palmdale City Council opted not to act on a resolution calling for the two cities to prepare a ballot measure that would have Palmdale and Lancaster share sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. The resolution also called for a prohibition against either city using financial incentives to lure a business away from their neighbor.

The Palmdale City Council did direct city staff to set up workshops so the issue could be discussed.

``We believe this is something we can work out. We all want the same thing,'' said Palmdale Councilman David Myers. ``Hopefully that will lead to something.''

If approved by voters statewide, the measure would allow cities and counties to enter into sales-tax-sharing agreements by a two-thirds vote of their governing boards.

Existing state law allows for communities to share sales tax revenue provided their voters approve. Supporters of ACA ACA - Application Control Architecture  10 say the requirement for voter approval makes it difficult to enact such agreements and renders agreements regarding individual businesses virtually impossible.

``Our city feels Runner's bill is worthwhile,'' Roberts said. ``That's the way to solve the problem.''

ACA 10 failed to pass the Assembly's Local Government Committee because of concerns on how annexations would affect sales tax. The bill will be reconsidered in January.
