CITIES, COUNTY EXPLORE WAY TO JOINTLY OVERSEE LIBRARIES.

With expanded hours scheduled to start next week, city and county officials are working on an agreement that would give local communities more say in how their libraries operate.

``As a result of what we have been doing so far, the cities are now having the ability to set library hours,'' said Mary Mary, the mother of Jesus

Now, however, after months of cooperation among cities and the county, the library system has been restructured to place more resources into hours and book budgets, while trimming costs of administration.

. Hours at Moorpark will go from 24 to 40 hours a week. Foster and Wright libraries in Ventura - which used to split 36 hours between them - will get 55 and 40 hours a week, respectively.

The question now is how to create a formal body that will involve all the cities and the county in making new decisions about library services. Representatives from each of the cities in the library system, along with county officials, met Thursday to discuss that issue.

``We're talking about forming some kind of a library authority with regard to reviewing the library budget and determining hours of operation,'' said Laura Herron, assistant city manager of Simi Valley.

``The cities have collaborated with the county through an informal process,'' to decide on library hours, types of services, and allocation The apportionment or designation of an item for a specific purpose or to a particular place.
