CIRCUS-ELEPHANT KEEPER ORDERED OUT OF L.A. ACTION: PERMIT REVOKED FOR ANIMAL MISTREATMENT.

PANORAMA CITY -- The Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Department of Animal Services ordered a circus-elephant keeper to pack his three elephants and leave town Thursday for violating the federal Animal Welfare Act.

The department, acting under new city rules for exotic animals, revoked a conditional permit for Will Davenport and his three Asian elephants -- Boo, Jewel and Tina.

The elephants had been performing since Friday at Circus Vazquez across from Panorama City Mall City Mall is a shopping mall located in Eroii Revolutiei square, Bucharest, Romania.

 puts animal handlers on notice that they will not be permitted in this city without long-term, proven commitment to the humane care and treatment of their animals," said Ed Boks, general manager of Animal Services.

Davenport, who had contracted with Circus Vazquez for elephant performances, could not be reached for comment.

The conditional permit was revoked under guidelines adopted this year by the Animal Services Commission.

One of the 12 new rules prohibits an exotic-animal permit for any applicant who has violated the Animal Welfare Act within five years.

Boks said he contacted the U.S. Department of Agriculture and found that Davenport, acting under different names and business aliases in Arizona and Texas, had a history of numerous Animal Welfare Act violations.

"There's a long history of abuse (and) neglect with these circus animals," said Catherine Doyle of Los Angeles, a campaign director for the group that helped write the city's new exotic-animal permit rules.

"I'm very happy that the city's permit regulations did what they are supposed to do: keep abusive animal acts out of Los Angeles."
