Moscow -- The Canadian International Development Agency The Canadian International Development Agency (CIDA) is a Canadian government agency which administers foreign aid programs in developing countries. CIDA operates in partnership with other Canadian organizations in the public and private sectors as well as other has increased its support for a project to help improve gender equality in the Russian labour market by $600,000 for a total of $2.6 million.
