CIBER'S Spectrum Technology Group Wins E-business Engagement for Independent NECA Services, Inc.

ENGLEWOOD, Colo.--(BUSINESS WIRE)--Jan. 19, 1999--CIBER, Inc. ("CIBER") (NYSE: CBR) announced today that its subsidiary, Spectrum Technology Group, Inc. ("Spectrum") and Independent NECA Services, Inc. ("INS") have signed an agreement for Spectrum to design three primary integrated E-Business applications for the telecommunications leader.

Independent NECA Services, Inc., a wholly-owned subsidiary of the National Exchange Carrier Association, provides billing and collection services to more than 1,200 local exchange carriers, including all the major long distance providers. The National Exchange Carrier Association, Inc. ("NECA") is a private non-profit corporation serving the telecommunications industry since 1983. Formed at the direction of the Federal Communications Commission ("FCC"), NECA plays an important role in administering the FCC's access charge plan which helps ensure that telephone service remains available and affordable in all parts of the country. The Association, directly and through its subsidiaries, also administers a number of other significant federal and state programs. CIBER's Spectrum Technology Group will be implementing a centralized application and data architecture environment, while designing, developing and deploying new billing and collections applications, customer management and decision support/query tools for INS. Spectrum provides strategic IT consulting solutions, with core competencies in distributed business applications, data warehousing, E-Business, web-enabled applications, enterprise architecture and solutions integration services.
