CHURCH FINDS NEW APPROACH PAYS DIVIDENDS.Byline: Holly J. Andres Daily News Staff Writer It's known in the neighborhood as the church with the preschool. Commuters hurrying north or south on Balboa Balboa, town (1990 pop. 2,751), Colón prov., in the former Panama Canal Zone, on the Gulf of Panama. The port for Panama City, Balboa was the administrative headquarters of the Panama Canal Zone. It was also the site of a U.S. navy base (closed 1999). Boulevard know it as the church with the thought-provoking message sign. The ``church with a choice'' is what clergy at the 34-year-old Bethlehem Lutheran Church would like it to be known as. One choice is the traditional and familiar worship service, with spiritual music based solidly in the classical compositions of Bach and Beethoven. ``We needed to reach a new group.
