Local officials will look at planned development, the series of major improvements scheduled along the Antelope Valley Freeway for the coming year and crash rates to determine how many new officers are assigned to the area.

 where those officers would be best placed,'' Jones said. ``The goal is to try to impact fatalities and injuries by placing more officers in an area where those numbers are highest.''

``The 138 is certainly a prime target but there are a lot of fatalities on the 14 (Freeway) as well,'' she added.

It remains unclear how officers statewide will be deployed. The budget approved by the Legislature and sent to the governor included $14.5 million for 146 CHP officers in urban areas, and $10.4 million for 123 additional CHP officers in rural areas.

Gov. Gray Davis pared that to $8 million for 96 new officers in urban areas and $5.8 million for 69 new officers in rural areas statewide.

Some rural areas had not had their forces expanded for more than 30 years.

Initially, funding to add more than 300 new officers was asked for but that number was cut nearly in half as it passed from committee to committee.

``What it boils down to is that we have to look at what we can impact,'' Jones said. ``I see this as an opportunity to not only impact fatalities and congestion The condition of a network when there is not enough bandwidth to support the current traffic load.
