Though crashes are up, deaths decreased dramatically. From January through March 2003, 10 crashes on highways and rural roads killed 15 people. This year in the same months, five crashes killed six people.

``You can look at that in a positive light, thinking that injury accidents are up and fatalities are down because people are using their seat belts,'' Rich said. ``There's still a high number of crashes but people aren't dying as often as a result.''

Rich said many Antelope Valley motorists are still driving too fast.

One officer on the roving team told him of being passed on the Antelope Valley Freeway by a motorist doing 90 mph. After the officer caught up to the speeder, another motorist passed them both at more than 90 mph.

``Motorists do seem to be slowing down but we still have more work to do,'' Rich said.

The CHP team, formed March 1, patrols areas all over the CHP's north region, which includes the Antelope Valley and Newhall.
