CHINA MAY HAVE FLOAT IN TOURNAMENT OF ROSES PARADE.

PASADENA - China is expected to make its debut in the Pasadena Tournament of Roses next year with a float from a cultural arts center in Beijing.

But some are grumbling because of China's poor track record on human rights and because the invitation came just days after a Navy surveillance plane and Chinese fighter jet collided over the South China Sea.

``It galls me,'' said one Tournament of Roses member who asked not to be identified. ``I don't think we should be endorsing countries that have human rights infractions ... I consider it an outrage.''

But many tournament members support the move.

 held the 24 crew members for 11 days before allowing them to return to the United States.

Tournament officials decided to extend an invitation because they want a range of cultures in the parade - and because there is a large broadcasting market in China, said Gary DiSano, chairman of the Float Entries Committee.

``We're trying to provide balance to the parade. The name of the game is entertainment, and we want to expand our horizons and go overseas if we can,'' DiSano said. ``The Chinese fighter plane hasn't even entered into it.''

The nonprofit Beijing Muse Environment Art Center is a collective of professional artists known for their city sculptures and artistic gardening.

Golden Mountain International in Monrovia, a new business on the float-building scene, is expecting to design and decorate the Beijing Muse float.

About 50 floats are permitted in the parade, and each year a handful drop out for various reasons. The Float Entries Committee weeds through hundreds of hopefuls angling to win a spot and extends an invitation to a select few.

This year, the Tournament of Roses Association invited eight new organizations to build floats for the parade.

Along with Beijing Muse, the new entries include floats from the Vietnamese Cultural House in Pomona, the city of Cerritos, the Chapin Medical Group in Corona Corona, city, United States
