Council members Alex Padilla and Tony Cardenas also have expressed misgivings about about placing a tax before voters, who narrowly rejected a countywide sales tax for police in November. Bratton said he's lobbying Cardenas, Padilla and Zine to support putting the tax on the ballot. The council must muster eight votes by Feb. 11 to do so. ``Parks is not going to change,'' Bratton said of the former police chief, who is a mayoral candidate. ``Villaraigosa, I think he's locked into supporting Greig Smith's position.''
