CHIEF JOB OFFER IN WORKS; CONTRACT LIKELY TO SATISFY VENTURA COUNTY APPLICANT.

San Joaquin San Joaquin (săn wäkēn`), river, c.320 mi (510 km) long, rising in the Sierra Nevada, E Calif., and flowing W then N through the S Central Valley to form a large delta with the Sacramento River near Suisun Bay, an arm of San Francisco Bay.  County's top administrator said Tuesday that the offer to take the helm in Ventura County is one his current employer cannot match, despite efforts to persuade him to stay on the job.

 said the base salary he has been tentatively offered is in the area of the $154,217 retired Chief Administrative Officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive  Lin Koester made, and well above the top-scale $128,274 he now makes in Stockton.

``Typically, to get the kind of individuals who are capable of heading those organizations, the larger the county, the better the overall compensation,'' Baker said. ``I feel comfortable that things are progressing along and that there's a contract being drafted. I feel confident that a satisfactory contract for both parties can be achieved.''

His remarks follow reports last week that San Joaquin County supervisors were going to make a concentrated effort to keep him on board.

Baker, who has been home since Friday recuperating from dental work, said he has not been offered a pay raise, nor has he asked San Joaquin County to match Ventura County's salary range of $103,816 to $154,217 - though he said there have been requests that he stay on.

He added that he does not believe it would be beneficial to the county to increase his pay above its current $105,539 to $128,274 scale.

``I wouldn't recommend it,'' Baker said. ``Obviously, then they would have to find a rationale (for) making such adjustments and not making them to others who are equally deserving de·serv·ing

San Joaquin County supervisors did not return phone calls.

But Ventura County Supervisor Frank Schillo said he is not concerned that Baker will change his mind and stay at his current post.

 he'd be happy within that range. I just get the impression he's leaving because he wants a bigger challenge. He didn't (focus) on money,'' said Schillo.

Schillo added that Ventura officials were not likely to make an offer that exceeds the county's existing salary range for the job. ``We would stay within that range,'' he said.

Supervisors hope a background check will be complete by next Tuesday so a formal offer can be made during Tuesday's board meeting. Baker has said he would give his employer 30 to 45 days notice from the time a formal offer is made.

Baker added that Ventura County also has a better benefits package and an educational incentive program, which his current employer does not offer.

 said he has spoken with Baker recently and believes his departure from Stockton is imminent.

``He said it's not a done deal yet, but I interpreted that (to mean) if everything worked out there, he would be going to Ventura County,'' Phillips said.
