SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. But Elisabeth Clare Miller will be able to do just that.

Weighing 8 pounds, 3 ounces, the baby girl was born at 12:40 a.m. Saturday in Henry Mayo Newhall Memorial Hospital in Valencia, to parents Kenneth Binkley and Victoria Miller-Binkley of Saugus, arriving just in time for one of the most celebrated holidays of the last 1,000 years.

``I wasn't in labor long for my first child, so I knew this would be a quick delivery,'' said Victoria, recalling the four-hour delivery of the couple's first baby, Natalie, three years ago.

``I called ahead to the hospital and warned them that it would be quick. We just knew that,'' Kenneth said Saturday, as he watched Victoria cradle their newborn in her arms in her hospital recovery room.

Victoria's due date was Dec. 31, but nature had another plan.

Despite millennium holiday hype, and widespread reports of parents trying to plan births for New Year's Day New Year's Day, among ancient peoples the first day of the year frequently corresponded to the vernal or autumnal equinox, or to the summer or winter solstice. By late afternoon Saturday, Baby Elisabeth - named after Victoria's mother - was the hospital's only birth on New Year's Day.

Outside Victoria's recovery room Saturday, the world may have been celebrating a new millennium, but their newborn easily upstaged New Year's Day for the Binkleys.

Added Kenneth, ``I just wish for her to grow up as a decent person - just a good person who treats people well.''
