CHATTER: NEWS AND NOTES FROM LOCAL SPORTS CIF PROPOSES STATE FOOTBALL FINALS IN THREE DIVISIONS.

A proposal for state football championship games has been made public by the California Interscholastic Federation The California Interscholastic Federation (abbreviated CIF) is the governing body for high school sports in the state of California. It mirrors similar governing bodies in other states; however, it differs from others in that it covers most high schools in the state of  and will be voted on May 6 in Orange County.

The proposal would break the state's schools into three divisions by enrollment, with Div. III for 900 and below, Div. II for 901 to 1,900 and Div. I for 1,901 and above.

A committee with representatives from each section will meet to decide the participants. All division or section champions would be eligible. Teams from Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region,  would play against Northern California Northern California, sometimes referred to as NorCal, is the northern portion of the U.S. state of California. The region contains the San Francisco Bay Area, the state capital, Sacramento; as well as the substantial natural beauty of the redwood forests, the northern  teams, so the City Section champion would not play a Southern Section winner.

The CIF (1) (Common Intermediate Format) A standard video format used in videoconferencing. CIF formats are defined by their resolution, and standards both above and below the original resolution have been established. The original CIF is also known as Full CIF (FCIF).  plans to use a computerized ranking system as a guideline for the committee. The computer rankings would take into account records, common opponents, strength of schedule and head-to-head competition. Rankings would be published on the state Web site beginning after Week 3.

Teams invited to the games can decline if coaches would rather not extend the season another week.

The 2006 state championship games would take place in Southern California, with finals likely rotating in the future. The proposal is to try out this system for two years. ...     Flintridge Prep of La Canada Flintridge has filled its second varsity coaching vacancy in less than a month. Sean Beattie was hired as girls' soccer coach, taking over for Tim Morphy, a walk-on coach who stepped down after five seasons to focus on his job and spend more time with his family.

    Beattie, 28, is in his eighth season coaching the Flintridge Prep boys' volleyball team. He will continue to coach both teams and become a full-time teacher in the school's physical education department.

    Beattie was an assistant coach for the girls' soccer team in Morphy's first four seasons, then served as the boys' soccer assistant coach last season.

    The 6-foot-5 17-year-old took professional player Cecil Mamiit to three sets in an Open Division quarterfinal loss Friday at the Ojai Valley Tennis Tournament. Querrey, the 15th-ranked junior in the world, showed off his 135 mph serve and was the talk of the tournament after his standing-room-only match with Mamiit. Querrey, who also advanced to the doubles final with Grant Doyle, will return to the Thousand Oaks High team but depart before season's end to begin preparation for the French Openand Wimbledon, where he'll play in the junior divisions.

    Curtis pitched Newbury Park's softball team to upset victories Tuesday over Thousand Oaks, ranked No. 4 by the Daily News, and Thursday over No. 2 Royal of Simi Valley, giving up three runs, two of them earned, and striking out 11 in 14 innings. She also drove in the winning run in the seventh inning against Royal.
