CHATTER: IN CITY, FIRST PLACE ISN'T ALWAYS BEST.

Although some City Section football coaches are under the impression each of the eight league champions are guaranteed a home game in the first round of the playoffs, Jeff Halperin from the section office said they are misinformed.

``That is not the rule,'' Halperin said.

 at home regardless of whether they were seeded higher than their opponent. However, they didn't get the necessary paperwork completed in time. As a result, the highest seeds will continue to host games.

At least for one more year.

``This could be the last year we do it that way,'' Halperin said. ``But they'd have to change the rule first.''

There is one new rule to keep in mind, though. For the first time, teams from the leagues ranked seventh and eighth strongest can opt out of the higher level 16-team City Championship playoffs and instead compete in the 16-team City Invitational tournament.

The eight City Section leagues are ranked one through eight at the playoff selection meeting.

This gives teams from the lower-ranked leagues a chance to play for the lower championship. Each league champion earns an automatic berth into the City Championship tournament.

``Coaches (from leagues ranked seventh and eighth) have to bring a letter signed by the school principal requesting the switch to the Invitational playoffs, if that is what they want to do,'' Halperin said. ``Otherwise (if they are league champions), they'll play in the City Championship playoffs.'' ...

The UCLA women's basketball team signed four players to national letters of intent, including guard Noell Quinn of Bishop Montgomery High in Torrance.

Quinn, a shooting guard, is regarded as one of the top recruits in the nation. She averaged 21.9 points, 11.6 rebounds and 3.8 steals per game last year.
