After months of debate over the future of the Chatsworth Chatsworth, estate, Derbyshire, central England, near Chesterfield. It is the seat of the dukes of Devonshire. Despite efforts by some groups to open a portion of the land to sports programs, the Board of Water and Power Commissioners was told the best use would be to maintain the site in its current state.

Councilman Hal Bernson Hal Bernson served as Los Angeles City Councilman for the 12th district. He was chair of the Transportation Committee. Prior to being on the City Council, he served in the Navy.

``The importance of this is not only for now, but for the future of the area,'' Bernson said. ``Now people can be assured that this land will remain open for the future.''

 General Manager David Freeman Freeman can mean:

 said his recommendation was based on numerous public hearings and urgings that there be no change in the land.

The agency had looked at seven different options, ranging from a housing development to opening the entire area for park use.

``The department agreed the entire property should be left as a nature preserve and that no development should be proposed at this time,'' Freeman wrote in his report to the board.

The commission is scheduled to consider the recommendation at its meeting Tuesday.

Steve Soboroff Steve Soboroff (born August 31, 1948) is a real estate developer and president of Playa Vista. Mr. Soboroff is the Chairperson of the Leavey Center for the Study of Los Angeles at Loyola Marymount University. , president of the city Recreation and Parks Commission, said he would support the proposal as long as it is accessible to the public to allow them to get into the area without an appointment.

Bernson has long fought any development proposals for the Chatsworth Reservoir, arguing it was one of the few open spaces left in the Valley for a nature preserve.

Freeman said the DWP will look to form an advisory committee of residents and officials as it seeks out a partner to cover some of the $250,000 in annual costs needed to maintain the acreage.

Several governmental agencies, from the Santa Monica Mountains Conservancy The Santa Monica Mountains Conservancy is an agency of the state of California in the United States founded in 1979 and dedicated to the acquisition of land in the Santa Susana and Santa Monica Mountains and the Simi Hills, north and west of Los Angeles, for preservation as open  to various recreation and parks groups, have offered to work with the DWP to help preserve the site.

Chuck Gremer of the Westhills Property Owners Association welcomed the report's recommendation.

``I think it's great. I've been concerned about what would happen with this property for years. There was a time when some people proposed there be 5,000 homes there.''

He said he would like to see a visitor's center created to deal with tour groups. ``But, beyond that, nothing else should be done.''
