To prevent from accomplishing a purpose or fulfilling a desire; thwart: at the prospect of a two-year delay, the Elected Charter Reform Commission has agreed to push for a compromise proposal to be considered this weekend allowing its plan to take effect in six months. By a 9-4 vote late Tuesday, the commission adopted a plan that would give the city until Jan. 1, 2000, to determine which parts of a new charter, it adopted by voters in June, could take effect at that time and which would need another six months to take effect. ``The feeling of the majority was that this was a reasonable compromise between those who wanted the charter to take effect immediately and those who wanted to wait two years,'' Elected Commissioner Rob Glushon said. The effective date of the charter has been an issue over the past two weeks, with Mayor Richard Riordan Richard J. Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. Riordan ran for Governor of California unsuccessfully in 2002. pushing for immediate adoption and the chairmen of the two charter reform commissions wanting a two-year transition that would put off elections for an expanded City Council until 2003. Deputy Mayor Noelia Rodriguez said Riordan supports the speed-up. ``This really never has been about the mayor or the City Council,'' Rodriguez said. ``It's to bring the benefits of charter reform to the people of the city.'' Elected Chairman Erwin Chemerinsky Erwin Chemerinsky (born 1953) is a well-known professor of Constitutional law and federal civil procedure, has recently accepted a position at the University of California, Irvine, in the new Donald Bren School of Law, beginning in 2009. and appointed Chairman George Kieffer said they still preferred holding off until July 1, 2001 but said a compromise is possible. ``I think it's clear the elected commission is saying it can't live with the July 2001 date,'' Chemerinsky said. ``What I think we did is terribly impractical im·prac·ti·cal adj. 1. In a related development, the Local Issues Committee of the Valley Industry and Commerce Association recommended its executive board endorse the unified charter proposal, with some conditions.
