CHANGING CONGRESS DISTRICTS SEVER TIES CANDIDATES MUST MAKE NEW FRIENDS.

WASHINGTON - Woodland Hills Democrat Brad Sherman's days are numbered as Malibu's man on Capitol Hill.

Rep. Howard P. ``Buck'' McKeon, R-Santa Clarita, will soon be stumping in Death Valley while Congressman Elton Gallegly Elton W. Gallegly (born March 7 1944), an American politician, has been a Republican member of the United States House of Representatives since 1987, currently representing the 24th District of California (map). , R-Oxnard, noshes on Danishes with voters in Solvang.

Voters, lobbyists and even House incumbents face confusing comings and goings this year as lawmakers attempt to represent their current constituents while seeking re-election in new, reapportioned districts.

``It's a real challenge,'' said veteran Washington lobbyist Del Smith. ``The questions most of my clients have are, Who is our congressman, and who is going to be our congressman?''

In the High Desert, Smith is concentrating his lobbying efforts on McKeon, whose new far-flung 25th District, still based in the Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Sherman, who will lose his current Ventura County turf to Gallegly and his Malibu constituency to Rep. Henry Waxman, D-Los Angeles, said he plans to keep working for water and conservation projects in his current district and to keep the Ventura County naval base, which employs many Valley residents, from being caught up in the Pentagon's planned 2005 round of base closings.

Gallegly, who led the fight to keep the base open during the 1990s, said he plans a similar effort to keep Vandenberg and its thousands of well-paying jobs off the Pentagon's chopping block.
