After the meeting, Wilson said the university will not delay its plans for the MarketCenter, but that she plans to meet with chamber members who expressed concerns during the meeting.

``We have to get to the several people that we now know to be the major voices of opposition and see if there is any way they will better define what kind of study and what kind of plans they would like,'' said Wilson.

The chambers of commerce board voted 19-14 to approve a report calling for the delay so the university will have more time to consult with area merchants and residents over the best way to carry on the development.

``I think the underlying theme of our report is that we want to be part of a process of developing a long-range plan for the whole 65 acres,'' said Ross Ross , Sir Ronald 1857-1932.

Wilson disagreed with Hopkins' contention that the community has been left out of the retail center discussion.

``It's unfair to say the university has not listened to comments about the MarketCenter project,'' said Wilson. ``The design, the lighting, the landscaping have all been influenced by community input.''

Wilson noted that in more than six months of discussion with various chambers of commerce, none offered suggestions for other possible uses of land. Any delay in the project would harm the university's credibility, she said.

The often-heated discussion took place in the conference room of Galpin Ford in North Hills during the UCC's monthly meeting.

The United Chambers of Commerce - which represents 22 individual chambers - created a three-member task force in December to study the project. It wrote the report after conducting a monthlong study of the proposed University MarketCenter.

The resulting report asks Cal State Northridge to conduct further marketing studies for the site and also asks that a master plan be created for the north campus development project.

 the smaller retail stores and force them to go out of business, said Walter Prince, a member of the Northridge Chamber of Commerce.

``If these stores are so desperate to get into the community they should come and take over stores that are now vacant,'' Prince said. ``We don't need to build a brand new center to compete with those small businesses that are still struggling to hang on by their toes on the branch.''

Wilson said the businesses proposed for the MarketCenter are not competitive with the mainly small, private and family-owned businesses that dominate the Reseda Boulevard business district, but will complement them.

``In fact, we think an upscale market center will bring new and additional customers into the business improvement district,'' Wilson said.

Wilson had the support of one of the three task force members, Jerry Curry, past president of the Woodland Hills Chamber of Commerce, who strongly disagreed with the task force's report.

``I think it's shocking that a business organization . . . is against a good development by a good developer by our own university that wants it, that needs money,'' Curry said before the vote.

The retail center still must cross some hurdles before it is built.

First there will be a public hearing on the environmental impact report March 27. Then the California State University Enrollment

The trustees are expected to consider the project in the spring or fall.

If the plan is approved, construction could start later this year and be completed by late 1998.
