CHAMBER OF COMMERCE PRESIDENT RESIGNS POST.

After a 14-year stint as head of the Conejo Valley The Conejo Valley is a region spanning both Southeastern Ventura County and Northwest Los Angeles County in Southern California, United States. It was discovered in 1542 by Spanish explorer Juan Rodriguez Cabrillo, and eventually became part of the Rancho El Conejo land grant by  Chamber of Commerce, Steve Rubenstein will leave his post Friday to join his brother's property management company.

Rubenstein, whose resignation is effective Friday, said the biggest challenge he faced during his tenure was helping to balance economic development with the community's desire to maintain slow and controlled growth.

``Overall, (the challenge) was to control the desire for business growth while keeping it within the city's desire for allowing it to grow,'' Rubenstein said Monday. ``It's a very fine line, and we did it.''

Gary Heathcote, chairman of the chamber's board in 1993-94, praised Rubenstein for his leadership, saying the chamber leader helped businesses foster a working relationship with City Hall. He also said Rubenstein's efforts, along with others in the community, led to the growth in Conejo Valley Days.

Rubenstein lists two far-reaching programs among his top achievements while head of the chamber. One involved working with the Ventura County District Attorney's Office to develop a program in which businesses are reimbursed from a special fund when they've received bad checks.

The person writing the check with insufficient funds ultimately had to repay the money, but the business was paid for its losses through a special fund. Rubenstein said he helped get the pilot program started in the mid-1980s; now it has become a general policy throughout the state.
