CHALLENGER 12 VOTES AHEAD; CERTIFICATION OF WESTLAKE VILLAGE RACE EXPECTED NOV. 23.

, with updated election results showing him with a 12-vote lead over the incumbent.

Henderson, 84, who was elected in 1995, refused to comment, saying he wanted to wait until the results of Tuesday's elections are finalized later this month. Election officials said additional results will be available Wednesday and Nov. 18, with certification expected Nov. 23.

``I want to be careful not to get too excited,'' he said. ``Things could still go either way, but it's looking pretty good.''

Results released late Tuesday showed Henderson leading Mann by just one vote, 632 to 631.

Mann, who ran unsuccessfully for the council in 1997, said he feels more comfortable now that there is a larger margin - if only slightly - between Henderson and himself.

``The fact that we were originally one point behind didn't bother me at all,'' Mann said. ``I would have felt the same way if we were one point ahead. Now that I'm 12 points ahead, I feel a little better.''

``We have a system to check every voter who requests an absentee ballot,'' registrar spokeswoman Grace Chavez said. ``We know what areas were affected and we can tell by our system whether an absentee ballot was surrendered.''

Registrar officials said any discrepancies caused by the computer glitch would be solved before the county's certification.

Should either candidate decide to call for a recount, the cost could range from $1,583 for the use of four election employees to $13,118 for 48 employees, officials said. The candidate requesting the recount would have to pay the money up front.
