Many of the 11 main venues are behind schedule, the roof over the main stadium has only recently been begun, and workers are rushing to complete massive infrastructure projects -- including new metro lines and a train link to the airport. India, which has enjoyed a decade of rapid economic growth, hopes the Games will promote a modern image of the country, though official figures show about one in four of its 1.2 billion people still live below the poverty line.
