CEQ Chair Connaughton To Speak at IDEA Conference on Bush Administration's Vision and Commitment to Clean Energy Sources. What James L. Connaughton, chairman of the Council on Environmental Quality (CEQ), will speak on the Bush Administration's vision and commitment to clean energy sources such as combined heat and power (CHP) at the International District Energy Association's Campus Energy Conference. If one of our nation's energy challenges is lack of power, what if we doubled the efficiency of as many power plants as possible and got twice the energy for every gallon of oil or ton of coal they burn? Combined heat and power can help us do just that - and even help the environment in the process since less heat and fewer emissions would be rejected into the atmosphere. The Environmental Protection Agency has a CHP Partnership Program, which is a voluntary collaboration between EPA and energy users, policy makers and the CHP industry. The partnership provides information, technical assistance and public recognition to help streamline the project development process and increase public awareness of the benefits of CHP. EPA will present Certificates of Partnership awards as well as Energy Star(R) CHP awards and Certificates of Recognition after Connaughton's speech. Certificates of Partnership award recipients are Arizona State University, Northwind Phoenix, RDA Engineering and Burns & Roe Enterprises Inc. Energy Star CHP award recipients are California Institute of Technology and Weyerhaeuser Albany Containerboard Mill. Certificates of Recognition recipients are Johnson & Johnson Pharmaceutical Research and Development, Vestil Manufacturing, Utilimaster Corporation, Manchester Tank, General Services Administration Federal Research Center - White Oak Central Utility Plant, and Department of Veterans Affairs' La Jolla Medical Center CHP Project.
