J-8 in Apartment 13, is part of Neighborhood Networks, a community-based initiative launched by the U.S. Department of Housing and Urban Development that provides residents of HUD-insured and assisted housing with on-site access to computer technology resources and academic training skills as a vehicle to self-sufficiency.

At the Devore-Foley Learning Center, school-age children obtain homework assistance and participate in math and reading sessions that support the educational themes being taught at the local elementary and junior high schools.

The center's computer lab is equipped with 10 computers and printers. A variety of interactive software enhances students' math and reading comprehension Reading comprehension can be defined as the level of understanding of a passage or text.
