CEDILLO BATTLING FOR HIS BILL GOVERNOR EXPECTED TO VETO IMMIGRANT LICENSES.

Byline: Rick Orlov Staff Writer

Even with Gov. Arnold Schwarzenegger Arnold Alois Schwarzenegger (German pronunciation (IPA): [ˈaɐ̯nɔlt ˈaloɪ̯s ˈʃvaɐ̯ʦənˌʔɛɡɐ]  likely to veto the measure, state Sen. Gil Cedillo launched an effort Tuesday to try to build public support for his latest proposal to provide driver's licenses to illegal immigrants.

``It's time for the governor to return to California and show compassion for people and take action to sign this into law,'' said Cedillo, D-Los Angeles. Schwarzenegger was in New York New York, state, United States

``I had met with the governor and I thought we had an agreement to work together on this and other issues. I supported him on the budget. I supported him on gaming issues. I supported him all along the way and I thought he had agreed to support me on this.''

The measure, Senate Bill 1160, would allow illegal immigrants to get a driver's license after background checks are performed by the state Department of Motor Vehicles In the United States of America, Department of Motor Vehicles (or DMV) is a commonly used name of the government agency of a U.S. state which administers the registration of automobiles (e.g., by issuing license plates), and/or the licensing of drivers (e.g. .

However, it would not require a specific designation showing the license was issued to an illegal immigrant. Cedillo and others say such a mark on licenses would stigmatize stig·ma·tize

Cedillo's news conference at his downtown Los Angeles Downtown Los Angeles is the central business district of Los Angeles, California, located close to the geographic center of the metropolitan area. The sprawling, multi-centered megacity is such that its downtown core is often considered just another district like Hollywood or  offices came hours before Schwarzenegger addressed the GOP convention.

A spokesman for Schwarzenegger said the governor still plans to veto the measure.

``The governor has been clear that the bill the senator sent to the office contained inadequate security measures,'' spokesman Vince Sollitto said.

Cedillo, however, said he had never received any specific requests from Schwarzenegger on what he would want to see in the measure.

``If he had put something in writing, we could have dealt with it,'' Cedillo said.

The measure was approved by the state Legislature last week and is on its way to Schwarzenegger's desk.

Cedillo said he will urge Lt. Gov. Cruz Bustamante to sign the measure if he is serving as acting governor when Schwarzenegger is out of the state.

Bustamante spokesman Steve Green said there had been no discussion of the lieutenant governor taking such an action.

``In the 5 1/2 years he has been lieutenant governor, he has not involved himself in signing or vetoing legislation,'' Green said.

The Cedillo measure long has been in the forefront of controversy and was credited with hurting then-Gov. Gray Davis in the recall election.

Even though Schwarzenegger pushed through a repeal of the measure, he promised to work with Cedillo on a new measure.

``I thought we had an understanding,'' Cedillo said. ``I still have not heard directly from the governor that he opposes it or what he wants in it.''

Opponents of Cedillo's measure have expressed concern over national security and said providing driver's licenses would result in a de facto [Latin, In fact.] In fact, in deed, actually.
