CEASE-FIRE RAISES HOPE OF AID IN RWANDA.

A Zairian rebel leader declared a unilateral three-week cease-fire on Monday between Tutsi guerrillas and Zaire's army, raising hopes that international aid could be provided to the estimated 1 million refugees who have had supplies of food and clean water cut off by the fighting.

The declaration came as U.N. officials worked Monday to muster support for a plan to set up safe corridors for the refugees, ethnic Hutu who had fled Rwanda two years ago when a Tutsi-dominated government took power, to come home. Several European nations called for an international intervention to prevent a catastrophic outbreak of disease or famine.
