The award was based on CDC's ongoing commitment to new market lending. The SBA defines this category as follows: "Small businesses located in low and moderate income urban and rural areas, and current and prospective small businesses owned by minorities, women or veterans, who are underrepresented un·der·rep·re·sent·ed adj.
