Margolese worked from 1990 to 1997 to convince the Federal Communications Commission Federal Communications Commission (FCC), independent executive agency of the U.S. government established in 1934 to regulate interstate and foreign communications in the public interest.  (FCC (1) (Federal Communications Commission, Washington, DC, www.fcc.gov) The U.S. government agency that regulates interstate and international communications including wire, cable, radio, TV and satellite. The FCC was created under the U.S. ) to license the bandwidth required for satellite-based DARS. In 1997, the FCC granted a license to CD Radio. Under Margolese's leadership, CD Radio has raised $1 billion in financing in advance of its satellite launches and commencement of commercial operations.

Prior to his involvement in CD Radio, Margolese co-founded Cantel Inc., Canada's national cellular telephone carrier. He also founded Canadian Telecom, a radio paging company, and served as its president until the company's sale in 1987.

CD Radio is building a digital satellite radio See satellite radio.  system that will broadcast up to 100 channels of music and other programming to motorists throughout the United States. The company plans to offer 50 channels of commercial-free music and up to 50 channels of news, sports and entertainment programming for a monthly subscription fee of $9.95.

CD Radio recently announced an exclusive agreement with Ford Motor Company to install CD Radio receivers in Ford vehicles.
