CCRL.Toronto -- On October 28, 2004, the Catholic Civil Rights League, headquartered in Toronto, elected lawyer Philip Horgan as its new president. Horgan has been vice-president since 1995. Retiring president Thomas Langan, who turned the dormant lay organization founded in 1985 into an effective national organization, becomes president emeritus. Ontario director C.
