CCOB KBCA not satisfied with the working of Towns.

KARACHI, November 09, 2009 (Balochistan Times): The Chief Controller of Buildings, Karachi Building Control Authority, Manzoor Qadir has said that he is not satisfied over the working of Towns despite instructions issued by him from time to time. He showed displeasure against Illegal construction activities in different Towns and said these have not been checked/reported by concerned officials and staff at the initial stage. If this behaviour is not changed, punitive action will be taken against the concerned personnel, he made it clear. Manzoor Qadir said he has issued instructions to officials and concerned staff to maintain vigil on illegal construction activities in their respective areas in order to improve the KBCA image. Reviewing the regularization cases, the CCOB was of the view that any proposal for amendments in the provision of Sindh Building Control Ordinance-79 for regularization of buildings constructed in violation of the regulations at this moment will reflect bad impression of the Authority. He said he has directed all the TBCOs to process atleast five regularization cases and forward the same to competent authority for approval on daily basis. CCOB pointed out that at present regularization, addition, alterationcases, where approval of building plan was granted under Karachi Building and Town Planning Regulations-1979 are being processed only to the extent of plots of 399 sq yards and said he has issued directive that henceforth regularization cases for all categories of residential houses, irrespective of plot size, be processed under KB&TPR-1979. Referring to the provision of one window facility, the Chief Controller said he has constituted a 4-member Committee comprising COB (Structure) Mohammed Shafiq, Legal Advisor Shahid Jamil, COB (Admn) Syed Zaidul Wasti and COB (TP) Khawaja Badiuzzaman to define the scope and limitation of this facility. It may be pointed out here that owner/builders after getting approval of the building plan from one window facility, get the NOC for advertisement and sale from the KBCAs design section. Manzoor Qadir categorically stated that such facility was given only for approval of building plan for individual small size plots but not for public sale projects. He said this particular aspect would be defined by the committee formed by him. The CCOB KBCA said that plans are afoot to have a separate building for KBCA to be constructed on a plot situated opposite Safari Park as KBCA Tower. Replying a question, he was of the view that demolition squad of KBCA was not carrying outr demolition work diligently and as a result demolition work caused incomplete action and non-compliance of High Courts directive. He said that henceforth coolies will be hired on contract for six month period.
