), a Houston-based telecommunications company, announced today that it has received approval to operate as a facilities-based Competitive Local Exchange Carrier (CLEC (Competitive Local Exchange Carrier) An organization offering local telephone service that is not one of the traditional telephone companies. The Telecommunications Act of 1996 allowed competition to the incumbent telcos (ILECs), enabling new companies (CLECs) ) in Texas.

CCC will utilize the unbundled network elements platform (UNE-P UNE-P Unbundled Network Element - Platform ) service offering to provide local telephone service to small and medium sized businesses and residential customers in the operating areas of Southwestern Bell and GTE GTE General Telephone & Electronics

This UNE-P service does not increase the operational expenses of CCC nor does it require additional personnel to operate under this platform.

CCC is now authorized to operate as a local telephone service provider in California, Florida, Illinois, Kansas, Missouri, New Jersey, New York New York, state, United States
New York, Middle Atlantic state of the United States. It is bordered by Vermont, Massachusetts, Connecticut, and the Atlantic Ocean (E), New Jersey and Pennsylvania (S), Lakes Erie and Ontario and the Canadian province of
, Pennsylvania, Texas and Wisconsin. Other state certifications are pending but are expected to be granted in the near future. Bob Livingston, president, CLEC Division stated, "We will continue to utilize our strategy of rapid, low-cost market entry under the UNE-P service offering, as we expand our service offering across the United States." The UNE-P service offering continues to be the quickest and most cost-efficient method of entering the local communications market and building a customer base.

CCC is a publicly traded communications company, which is capitalizing on the convergence of the current and future competitive technological and regulatory developments in the domestic and international communications markets.
