Starting Sunday, the base's Channel 16 will switch from carrying the popular music video network to broadcasting the Eternal World Television Network, officials said this week.

``How can they do this?'' asked Camille Echeverry, who lives in the Camarillo base housing tract. ``I love MTV. My husband and I love to watch music videos. Why don't we have any choice in this?''

That's because cable service on a military installation is a privilege, not a right, base officials say.

``Once you give a privilege, you have to make some decisions,'' said base spokesman Alan Alpers. ``In this case, we have a finite number of channels and we try to offer a mix which meets the needs of our viewership view·er·ship

The base is adding eight stations altogether: the Catholic station; two other religious stations - Trinity Broadcasting and Faith and Values; Turner Classic Movies; the History Channel; The Weather Channel; Lifetime; and the Learning Channel.

The order came from Capt. Stephen D. Beal, the commanding officer of the Naval Air Weapons Station and a Catholic.

Beal was out of town and could not be reached for comment.

Alpers said Beal's decision to ditch MTV came from a survey sent to cable subscribers in April. Seventeen out of the 107 respondents said they would like to see MTV gone from their cable lineup A criminal investigation technique in which the police arrange a number of individuals in a row before a witness to a crime and ask the witness to identify which, if any, of the individuals committed the crime. , Alpers said.

That's just under 16 percent of respondents and less than 1 percent of total subscribers. But it was enough of a reaction to make a decision, Alpers said.

So far, 50 people have called to complain, said Phil Shockley, the company's general manager.

``Base residents are very unhappy,'' Shockley said. ``All we can do is refer them to the captain's office.''
