On April 29, a resident near the basin reported seeing two men in a pickup dumping pieces of asphalt on the grounds of the flood control basin, according to a news release. Officers identified one of the men as Bugarin, said Deputy City Attorney Rubin Harsoyo in the Environmental Protection Unit. The other man was not identified by officers, Harsoyo said. Authorities said they were not sure whether Bugarin was dumping his own asphalt or working for someone else. The asphalt never reached waterways, authorities said.
