Reached at his home Tuesday, Bugarin said he had not been notified about the charges and refused to comment.

On April 29, a resident near the basin reported seeing two men in a pickup dumping pieces of asphalt on the grounds of the flood control basin, according to a news release.

Los Angeles police officers responded and found two men at the site beside a pile of broken pavement measuring 1 -1/2 cubic yards, the document said.

Officers identified one of the men as Bugarin, said Deputy City Attorney Rubin Harsoyo in the Environmental Protection Unit. The other man was not identified by officers, Harsoyo said.

Authorities said they were not sure whether Bugarin was dumping his own asphalt or working for someone else.

The asphalt never reached waterways, authorities said.

Bugarin is scheduled for arraignment A criminal proceeding at which the defendant is officially called before a court of competent jurisdiction, informed of the offense charged in the complaint, information, indictment, or other charging document, and asked to enter a plea of guilty, not guilty, or as otherwise permitted  Jan. 22 in Los Angeles Municipal Court.

He faces a maximum of one year in jail and up to $4,000 in fines.
