The developers did, however, pay a fee that has been accumulating in a fund. Now, Giant Truck Stop is planning to build on Castaic Road and will be required to fund most of the project, Darcy said. Money from the fund would make up the remainder, she said. ``They built in pieces out there,'' Darcy said. ``We didn't have the authority to make the developers put in curbs and gutters. Now, with Giant Truck Stop, they have to.'' |
