This year, the first-place winner in the Moorpark Arts Committee's home-decorating and lighting contest will take home cool cash in addition to a blue ribbon blue ribbon denotes highest honor. Judges will visit the homes between 6 and 9 p.m. Dec. 21 and 22, when their lights will shine to best advantage, Brown said. The homes will be judged on four criteria: use of lights, use of color not of the white race; - commonly meaning, esp. in the United States, of negro blood, pure or mixed. Highest possible score would be a 10 in each category, Brown said. ``Last year it was neck and neck between two homes, and the winner won by just three-tenths of a point,'' Brown added. Residents entered about 20 homes in the contest last year, she said. The first-prize winner will get $100, while second place will be worth $50. Two third-place winners will get $25 each, Brown said.
