CARWASH OWNER REFUSES TO BUDGE ON ILLEGAL SIGN.

But Forat credited the sign with saving a failing business and said those alterations would reduce its effectiveness.

``If I moved it back, what purpose would it serve?'' Forat asked. ``Nobody would see it. What is the purpose of having a sign if nobody can see it?''

Forat has a civil case pending against the city seeking to reverse the City Council's decision. The next hearing date is March 20.
