Glendale Galleria owner General Growth and two other businesses near the proposed Americana project filed a protest at last Tuesday's City Council meeting against the zoning changes. Zoning normally requires four council votes, but the protest made all five votes necessary to approve the changes for Caruso, so Tuesday night's decision was particularly dramatic. Councilman Frank Quintero supported the zone changes even though he had been opposed to the Caruso plans in the past. Quintero had wanted more housing and less retail. But the councilman said he went with the majority because voting against the changes would mean a costly delay for the city over a project he is convinced will ultimately be built. Caruso has said that if he did not get a unanimous vote Tuesday he was willing to wait six to eight months for Glendale to develop downtown zoning standards expected to ease the way for his project.
