Decker, who lived in Canoga Park since 1953, died Aug. 13 in Woodland Hills. She was 81. ``She was feisty, stubborn and always there for us,'' said daughter Judy Groskopf. ``She was an all-out mom. She knew how to raise us. She respected and cared for everybody.'' Carroll Francis Spitzer was born Dec. 25, 1923, in Ashley, N.D. The couple married on May 31, 1944, and lived in a trailer parked on Moonlight Beach in Encinitas before moving to North Hollywood. Bowser credits her mother's example for showing her how to take care of her own family. Decker's work ethic, moral sense and positive outlook on life are values that her children absorbed and passed on to their own children. ``Mom was very smart and down-to-earth. She was petite, 5-foot-2, but strong-willed and very independent,'' Bowser said. ``She was not a pretentious pre·ten·tious adj. 1. Her daughters said she would rather sit with a book than watch a movie.
