The vote was unanimous. Carousel Ranch now has at least another year to find a permanent home for its eight horses and 66 students. ``We're hoping to be there far less than a year and not have to shut down the program for even one day,'' said Carousel Ranch executive director Denise Tomey. Nearly a dozen residents of the rural, equestrian Ravenhill community urged the commission to reject Carousel Ranch's application, saying the group has attracted traffic and noise to the neighborhood. The commission agreed with the planning staff, who determined that Carousel Ranch's lessons, held four days a week for a total of about 20 hours, would not adversely affect the neighbors.
