CARICOM OBSERVER STATUS SOUGHT.Puerto Rico will seek observer status in a number of high-level arms of the 15-nation Caribbean Community and Common Market Caribbean Community and Common Market (CARICOM), organization founded by the Treaty of Chaguaramas (Trinidad; 1973, revised 2001) and including Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti (suspended 2004–6), Jamaica, (CARICOM CARICOM: see Caribbean Community and Common Market. ), said Under Secretary of State for Puerto Rico, Miguel Soto Lacourt, reports CMC (Common Messaging Calls) A programming interface specified by the XAPIA as the standard messaging API for X.400 and other messaging systems. CMC is intended to provide a common API for applications that want to become mail enabled. 1. (Nov. 28, 2001). Puerto Rico has identified agriculture, industrial development, tourism, science and technology, environment, health and education as areas of possible co-operation with CARICOM. That means that Puerto Rico might be eligible for observer status in the Council for Trade and Economic Development (COTED), the Council for Human and Social Development (COHSOD COHSOD Council for Human and Social Development (Guyana) ) and the Council for Finance and Planning (COFAP). However, the Council of Heads of Government and the Council for Foreign and Community Relations (COFCOR) are not open to observers. Soto Lacourt said because many Puerto Ricans were employed in influential positions in the U.S., the island Commonwealth was well-placed to help Caribbean lobbies. Copyright 2002 |
