CAR-POOL LANES TO BE OPENED.

LANCASTER - Car-pool lanes on the Antelope Valley Freeway The Antelope Valley Freeway is a freeway in Los Angeles and Kern counties in southern California. It is signed as California State Highway 14 along its length. It connects Greater Los Angeles to the rapidly developing Antelope Valley.  will be open to all traffic during noncommuter hours beginning Jan. 1, and additional access areas will be added in early 2001, a plan unveiled Friday shows.

Effective Jan. 1, the car-pool lanes will be restricted to vehicles with two or more people only weekdays from 5 to 9 a.m. southbound south·bound

Runner, Jr. (born March 25 1952 in Scotia, New York) is a Republican California State Senator, who represents the 17th Senate District, which includes portions of Los Angeles County, San Bernardino County and Ventura County. , R- Lancaster. The bill calls for an 18-month demonstration period to evaluate the effectiveness of opening the lanes to all traffic during off-hours.

``I call it Freedom Day for taxpayers,'' Runner said. ``They get to use what they pay for.''

The state Transportation Department will also add additional areas for motorists to enter and exit the car-pool lanes. The restriping for those areas should be completed by mid-February, according to according to

About 4 1/2 miles of lanes for entering and exiting will be added to two existing entry-exit areas on the northbound lanes. About 2 1/2 miles will be added between Soledad Canyon Soledad Canyon is a long narrow canyon / valley located in Los Angeles County, California between the cities of Palmdale and Santa Clarita. Soledad Canyon contains the localities of Vincent, Acton, Ravenna, and Agua Dulce.  Road and Aqua Dulce Canyon Road, and about 2 miles will be added between Aqua Dulce Canyon Road and Escondido Canyon Road.

New entry-exit sections will be added in three spots. On the southbound lanes, new sections will be added at Golden Valley and Soledad Canyon roads. On the northbound lanes, a new section will be added at Golden Valley.

The cost of adding signs for the new hours of car-pool lane use and for restriping is about $250,000.

The restriping was the result of discussions during transportation summits held by Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County Supervisor Michael D. Antonovich Michael Dennis Antonovich (born 1939 in Los Angeles, California) is a member of the Los Angeles County Board of Supervisors representing the Fifth District, which covers northern Los Angeles County, the Antelope, Santa Clarita, Pasadena, and parts of the San Fernando and San  and Runner.

Originally, Runner had sought the additional entry-exit areas in legislation but dropped that request when Caltrans came back with a figure of $5 million to restripe and resign.

It is not clear exactly why the original estimates were so high. Caltrans officials said one of the major changes they made in looking to make it more affordable was to simplify the signs.

If the 18-month demonstration period proves effective, Caltrans' district office can make the change permanent.
