CANDIDATES DUKE IT OUT IN PRIMARY THREE INCUMBENTS FACE CHALLENGES IN JUNE ELECTION.Byline: ERIC LEACH Staff Writer SIMI VALLEY Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. -- The June 6 primary election presents a variety of decisions for Ventura County voters, including two Board of Supervisors races. Nine incumbents are running in Ventura County races, include three facing challengers and six others running unopposed. The three candidates in the Fourth District, which includes Moorpark and Simi Valley, have posted hundreds of campaign signs in the area, spurring Simi Valley officials to push forward on a proposed ordinance to prohibit such displays in public rights of way. Incumbent Judy Mikels, who has held the seat since 1994, is opposed by consultant Jim Dantona and businessman/rancher Peter Foy Peter Foy (11 June 1925-17 February 2005) was the stage flight effects specialist who founded "Flying by Foy", most widely known for its work flying actors in the play Peter Pan. .
