CAN BLOCK STILL WIN? SUPPORTERS STEP UP DRIVE TO RE-ELECT LATE SHERIFF.

A day after Sheriff Sherman Block died, his campaign stepped up its drive Friday to get him re-elected so county supervisors can appoint a successor and deny challenger Lee Baca Leroy David Baca (b. May 27 1942, East Los Angeles, California) is the Sheriff of Los Angeles County, California.

Block on ballot

Block's name will appear on the ballot, and if he is elected, the supervisors will appoint a sheriff to hold the office until 2000.

Block's campaign leaders declined to list preferred successors, but said many law enforcement officials are better qualified than Baca for the job. The names most frequently mentioned are former LAPD 1. LAPD - Link Access Procedure on the D channel.

The supervisors, who had unanimously endorsed Block in the months before his death, were divided Friday over whether it is appropriate for them to choose the next sheriff.

Supervisor Zev Yaroslavsky Zev Yaroslavsky (born December 21, 1948) is a Los Angeles County politician. He served on the Los Angeles City Council from 1975 until 1994, when he was elected to the Los Angeles County Board of Supervisors. He was preceded in both offices by Edmund D. Edelman.  said he would call for a special election if the decision falls to the supervisors, and Supervisor Gloria Molina Gloria Molina is a member of the Los Angeles County Board of Supervisors, and the current chairwoman of the Los Angeles County Metropolitan Transportation Authority.[1] Molina grew up as one of ten children in the Los Angeles suburb of Pico Rivera, California, U.S.  said she so deeply opposes an appointment that she intends to vote for Baca. She would support seeking a court order for a special election.

``There are other individuals but these are the main three,'' Antonovich said. ``Sherm has a high respect for Graham; that's why he appointed him.''

Antonovich, the only supervisor who was on the board when it picked Block to replace retiring Sheriff Peter Pitchess in 1981, wants voters to cast their ballots for the dead man.

``We're encouraging everyone to vote for Sheriff Sherman Block - keep his legacy alive,'' Antonovich said. ``He was a personal friend, a family friend.

``He was a role model of a father and a brother to me. He was an outstanding individual,'' Antonovich said. ``He worked himself to death. In the City of Angels, we have another angel looking over us.''

Acting sheriff

Undersheriff Jerry Harper remains acting sheriff through Dec. 3, when the new sheriff is scheduled to be sworn in. If Block wins, Antonovich said he hopes a replacement is picked before Dec. 3.

Yaroslavsky did not reveal how he will vote Tuesday, but said that if Block wins, the public, not the supervisors, should pick his successor.

``If Sheriff Block wins on Tuesday, I think a special election should be held so the people can make that decision,'' she said.

Molina said she doesn't think the county has the legal authority to call a special election, and she said appointing a sheriff to what should be an elected post perpetuates a back-room style of government.

``I have always been opposed to an appointment,'' she said. ``That's the way the sheriff has always been selected, and I think it's inappropriate and wrong.''

To avoid that possibility, she said she would switch her vote to Baca.

``I think that Lee Baca's a capable man,'' she said. ``I think he can serve well and provide leadership to the entire department.''

Supervisor Don Knabe said he continues to endorse Block but has no list of candidates to replace him. He did, however, name the qualities he would seek.

``What I've thought about is the same attributes Sherm had: honesty, integrity and never accepting the status quo [Latin, The existing state of things at any given date.] Status quo ante bellum means the state of things before the war. The status quo to be preserved by a preliminary injunction is the last actual, peaceable, uncontested status which preceded the pending controversy. , and if there's a problem, to confront it upfront,'' Knabe said. ``And someone who gets along with the troops. He's going to be very difficult to replace.''

Supervisor Yvonne Braithwaite Burke's spokesman said Burke is making no endorsement and has not named potential appointees if Block wins, in an effort to avoid ``circumventing the electoral process.''

Kroeker returns

Kroeker, who returned Tuesday from a United Nations peacekeeping mission in Bosnia, said he is ready to serve if the supervisors ask him.

``I think the possibility now of stepping into leadership at a time when it is most needed, in a time of great crisis, is something that always stimulates me, so I'd be honored to serve if invited,'' he said.

``It seems, however, very soon, to be talking about the politics of it all and the succession, given the fact that we just lost Sherm 24 hours ago,'' he said Friday.

Antonovich's first choice for an appointee APPOINTEE. A person who is appointed or selected for a particular purpose; as the appointee under a power, is the person who is to receive the benefit of the trust or power. , Graham, declined to comment in deference to Block.

``I don't think it's appropriate, until at least after the sheriff's funeral,'' he said. ``Almost all of our energies today and tomorrow are to make sure that event comes off.''

Gomez was on vacation, and could not be reached for comment.

Baca campaign manager Flores said the candidate decided not to make a scheduled appearance Friday because he was grieving over Block's death. Flores said they may have a news conference Saturday but was unsure whether Baca would make any more campaign appearances. However, their media advertising is ongoing and they have mailed more than 4.6 million pieces of campaign literature.

Block's campaign said they would continue airing television ads and their phone banks remain open.
