Councilman Michael Markey, who proposed regulating slate campaigns, said the city regulations adopted in 1998, capping campaign contributions at $250, are encouraging candidates to run as a slate and pool their money, giving them an advantage, which he considers unfair, over individual candidates.

Slate politics give the perception of ``back-room political deal-making,'' he charged.

``I am surprised there is a lot of emotion in this,'' said Markey. ``No one is saying we are getting rid of anything. The spirit of the law was to make it an even playing field.''

Markey and Parks are up for re-election in November.

``We have a candidate who is running who wants to control the election,'' Parks said. ``You can't stop an individual candidate from working with another candidate. It's not legal.''

She said a greater perception of corruption occurs when council members vote on projects of special-interest groups that have donated do·nate

After the council's vote, Parks called for the city attorney also to look into changing the city campaign finance laws so that council members would have to refrain from voting on their campaign donors' projects.

Mayor Dennis Gillette said her proposal was outside the scope of the council action and advised her to bring it back later for a vote.
