At the same time, she noted construction will take some time as the city has to begin negotiations with property owners.

Caltrans has been planning the move for a number of years from its more than 60-year-old facility on South Spring Street.

Caltrans officials said they have been trying to get the project under way for 15 years, with delays due to funding and questions over St. Vibiana's Church.

The $140 million project will be a 10- to 12-story building, with groundbreaking expected in February 2002 and construction to be completed by the end of 2005.

The project was one of three major construction programs approved by the council.
