The financial giant, which operates nationwide, denied the allegations and vowed to confront the California Department of Corporations in court. Late last month the company filed suit in federal court, challenging the department's authority.

``Right now it's business as usual,'' said Wells Fargo spokeswoman Julia Tunis.

Regulators moved against Wells Fargo after a routine examination revealed the company was making improper charges and providing inadequate disclosure to California consumers.

The department said it found two types of violations: per diem per diem adj. or n. In the loans examined, this resulted in approximately $150 in charges to the borrower per violation.

In the latter claim, finance charges were understated by an average of $613 in the loans where the violation occurred.

The department said it could only examine a fraction of the loans made by Wells Fargo in 2000 and 2001, so the company was instructed to take the appropriate steps - including, presumably pre·sum·a·ble

``On behalf of the consumers of this state who are tired of being charged hundreds more than they owe by multibillion-dollar financial institutions, we intend to revoke Wells Fargo's license to offer home mortgages in California,'' Department of Corporations Commissioner Demetrios A. Boutris said in a statement.

Department officials did not respond to a phone caller seeking comment.

Wells Fargo is not doing anything wrong, spokeswoman Tunis countered.

``All mortgage interest payments we charge customers are fully legal under federal law. Courts have ruled time and again that federal law takes precedent over inconsistent state law, and we're confiden precedent will continue in this case.''
