 Executive Officer Larry Calemine recommended the delay because he has not been able to craft a proposal that makes a San Pedro/Wilmington city financially viable and because he has received new data and proposals in the past month that need further study. He had earlier recommended that the proposal be rejected, but then went back and came up with some ideas to make it work, but he said they need further study.

``If they want to make a decision based upon my prior recommendation, which was to deny, they're welcome to do so,'' Calemine said. ``But I'm recommending (now) that they not make a decision, give us time to go through and analyze these things "These Things" is an EP by She Wants Revenge, released in 2005 by Perfect Kiss, a subsidiary of Geffen Records. Supporters of an independent Valley city were counting on the Harbor and Hollywood issues being on the same ballot with the Valley proposal to boost citywide vote totals. To pass, a secession plan must be approved by more than 50 percent of the voters in the breakaway break·a·way

Andrew Mardesich, director of the Harbor Study Foundation, said he hopes other communities that have talked about secession, such as Westchester, will also appear on the 2004 ballot.

``I support it because what he's saying there is accurate,'' Mardesich said. ``It's more important (to focus) on the issues than on the timing.''

He said he and his organization will continue to work during the current campaign in support of Valley and Hollywood secession.

L.A. Mayor Jim Hahn, a San Pedro resident, does not believe the current Harbor proposal should go on the ballot.

``The mayor has looked at every study that came out and they all said the Harbor would not be financially viable,'' said spokeswoman Julie Wong. ``Something major would have to change between then and now to make it so. It just doesn't look like that's going to happen. They can delay it, but will they be able to find the money the state controller says they would need and that Calemine says they would need? It's not very likely.''
