Voters will go to the polls Tuesday to decide Measure B, a tax of $75 per parcel for the next three years. The tax is expected to raise $3 million annually.

In order for the tax to be enacted, Measure B must receive approval of at least two-thirds of the voters.

For three years city officials have tried unsuccessfully to get a new tax approved by the voters to replace an annual $53-per-parcel tax that augmented the city's budget for eight years.

Adams believes there is now a sense of optimism in the city.

``There is a sense things are moving,'' Adams said.

Based on surveys and community meetings held during the winter, police and fire protection were the top priorities for the tax revenue. Other priorities were street repair and maintenance, water quality, and parks and recreation.

An annual assessment ranging from $19 to $22.42 per lot for fire protection enacted by the City Council in September 1996 will end this summer as a result of Proposition 218. The assessment provided more than $820,000 for this fiscal year.

Proposition 218 blocks municipal governments from enacting property-based assessments or increasing existing assessments without the approval of voters and specifically forbids property-based assessments for fire and police services.
